Annual General Meeting Report

Every year in February we have our Annual General Meeting at Emmanuel to allow the Elders Board, Staff and Deacons to Report on the year past and the year ahead. To Vote by Proxy (You are a member, but you can not attend the meeting) on the Motion to change our Constitution regarding Baptism and Membership Please read below and fill in the form that follows.

As most of you know, at our upcoming Annual General Meeting we have a vote regarding membership at Emmanuel. Members of the church get to vote on certain issues, such as, deciding who is on the board, the budget, the constitution etc.   
We value the input of every single person who attends our church, but as a registered charity in Ontario, we have to have members.  Therefore, we must have guidelines as to who can be a member.  
 
Since we are affiliated with the Fellowship of Evangelical Baptist Churches, a believer who wants to be a member must have been baptized by immersion in order to become a member of a “Fellowship” church. A number of years ago, our constitution at Emmanuel was changed regarding membership.  At that time, I don’t think it was realized that this effectively put us outside the “Fellowship’s” requirements. Therefore, in order to remain as part of “The Fellowship” we need to change our constitution back to be in line with the Fellowships requirements.  In order to do this we need to have 75% of the current membership vote in favour of this motion.
 
The vote will take place at the Annual General Meeting this coming Sunday, February 24th, at 6pm.  We need to have a quorum (Which is 51% of all members present) in order have the vote.  So if you are a member it is vitally important that you are there.  We realize that some people cannot attend.  Your vote can still count by "Proxy", if you email us with your response.  However, we must have 51% of you there in order to even have the vote.
 
On a personal note, The Fellowship has been amazing to us as a local church, and to me as a pastor.  They have provided us with assistance in many ways, including leadership development, pastoral search (Shawn came to us from the Fellowship), advice in numerous area’s of church governance, practical advice, training and simply being there for us when we need them.  We realize that there are some who might struggle with this question, but in all area’s of life there are times when we have to humbly accept a decision made for us.  Myself, and the board of Emmanuel have very prayerfully, and seriously considered this move.  It is our recommendation that this change be made so that we can stay in the Fellowship. The consequences of having to leave the Fellowship could be far more serious and difficult than the question that we are currently faced with regarding membership and baptism.

The motion is:  We propose to change By-Law 1, Section 1 of the constitution of Emmanuel Baptist Church, to read:
Qualifications: Any person professing faith in the Lord Jesus Christ, and bearing testimony to their salvation through baptism by immersion, may be received into membership provided there is acceptance of our Statement of Faith and principles of EBC.

Membership Question - Proposed Change to the Constitution
The Fellowship of Evangelical Baptist Churches, to which we are affiliated, requires that  members of affiliated churches must have been baptised by immersion before becoming members.  Exceptions are made when, for reasons of health or other extenuating circumstances, immersion is not possible.
 
Our constitution states that membership is offered to all who are born again Christians, and agree with the doctrine and practices of Emmanuel Baptist Church.  Baptism is strongly encouraged, but is a heart issue, and not a requirement for membership.  Therefore, it is the recommendation of the Board of Elders to change the following item in our constitution:
 
Current:  By-Law 1
Section 1: Qualifications: Any person professing faith in the Lord Jesus Christ, may be received into membership provided there is acceptance of our Statement of faith and principles of EBC.
 
Article 1: All applicants for membership shall be examined by 2 Elders as to their Christian experience and doctrinal beliefs and shall be received into membership on the recommendation of the Elders, (after having attended for at least 6 months).
 
Proposed Change:  By-Law 1
Section 1: Qualifications: Any person professing faith in the Lord Jesus Christ, and bearing testimony to their salvation through baptism by immersion, may be received into membership provided there is acceptance of our Statement of Faith and principles of EBC.
